A consultant to MESA interviewed 45 mining industry professionals throughout Australia from June through to mid-July, 1994. The aims of the customer feedback poll were to measure the Minerals Division's performance in promoting and regulating the minerals exploration and production industry in South Australia, and to gather information that could be used to formulate new initiatives. MESA and its officers are held in high regard by mining industry personnel, with the Department's overall role in performance and administration rated as the best in Australia at about 70%, surpassing the Northern Territory as the next closest at 55%. Opinion on the current political climate with regard to mining remains positive, but concerns arising over indecision, particularly about Native Title considerations, are becoming more apparent over recent months. Land access, at 59%, still rates much better that for the rest of Australia, but accessible land availability (turnover) is regarded as about average. The Mining Inspectorate is regarded as having lost much of its effectiveness since transfer of responsibility for occupational health and safety issues to the Department of Labour, particulary by the extractive minerals industry small operators, who would prefer its return to MESA control. MESA's technical and administration activities received good approval ratings, 55% to 80%, out-ranking the other states, but the administrative terms and conditions of tenements within SAEI areas were widely disliked, being regarded as far too onerous and based on over-promoted views of the benefits likely to accrue to SA from discoveries made through SAEI data: however, the technical quality of these data were generally much respected. The continuing necessity of an active MESA regional mapping function was strongly emphasised by all survey participants, who stressed the need for frequent map updates incorporating the latest geoscientific and drilling data available from all sources (government/industry/academia). MESA customer service products were highly rated compared to the rest of Australia, but the proposed 2 to 5-fold price rises for these in line with whole-of-government cost recovery aims were not well received, with respondents citing the adverse outcomes from the recent similar AGSO decision.
