To establish and/or confirm the basis upon which the heritage significance of industrial and social artefacts comprising the historical fabric of the Moonta and Wallaroo mines area may be evinced, a detailed site and item survey was performed by consultants to the South Australian Government, of which the subject document forms a public record. This archaeological research information provided important background data for planning and conservation decision-making, and made a strong argument for the need to establish a State Heritage area at the Wallaroo mines, in addition to the one already existing at Moonta. It also showed the need for quickly establishing a co-ordinated approach to the management of both of the mining areas, as they are inextricably related. Based in some degree on the scope of the foregoing survey and its findings, an official historic site management plan was drawn up by the Department of Lands, and an implementation strategy was proposed. The primary objective of the said plan was to create a major client venue for the State's tourism industry, with a primary emphasis on heritage appreciation.
