Observation well network trends and land use were reviewed to assess the need for administrative controls on groundwater withdrawal. Up to 1980-81, the hydrogeologic system was in near balance but the amount of groundwater extraction has increased, with declining water levels. Although salinities have stabilized, continuing declines in groundwater level will probably result in groundwater quality deterioration.
