Tenement administration is a non-discretionary expense with an annual cost of about $3 million. The system is largely manual and distributed across the Department with the major responsibility resting with Registration Section and Drafting Branch. There is much duplication of information and procedures. It is proposed to redevelop the system over 5 years (the South Australian Computer Assisted Tenement Administration System (SACATAS) project). The first stage is a detailed systems analysis of the existing system and subsequent stages involve database and system design using a prototyping approach. The computer system will incorporate graphical representation of tenements against various backdrops, such as geology and the cadastre, and the searching and presentation of scanned images of tenement related documents, such as titles and legal instruments. A high priority will be given to extending the system to regional offices. The cost is estimated at $900 000.
